Fury and the Wrath Essay

The great thing about literature is that it is able to portray the feelings of a person, the feelings of a collective whole, and sometimes, even the emotions of the entire nation. Literature is known to reflect the dreams, aspirations, and capabilities of the people. As positive as that may sound, literature can also shockingly show what Man and Nature is capable of doing. The strengths of humankind as well as their weaknesses are shown in the pages of great literary works. The wonderful is written by great literary masters as well as the things that are horrifying. The beautiful and the ugly are shown behind every mask or agenda of the characters. Good and evil exists in reality, and it is but natural that it shall exist in the pages of literature as well. However, the question of what makes a person evil and what pushes him or her to do evil deeds is one which can be very intriguing. In William Shakespeare’s Othello, the Moor of Venice (which aside from being staged as plays has also been adapted into a film many times), one of the characters by the name of Iago is considered as one of the most famous literary villains that perhaps, there is no character which can surpass his cunning and his evil. There is a reason though as to why Iago acted as such, and whether his deeds are justified or not is a subject for argument and can be debated upon — but it still leaves the fact that he is evil through and through. In this essay, Iago’s character and evil complex will be analyzed as to why he is as acting as such in the first place. It is possibly because he is driven by hatred and it is through this hatred that he is unable to connect with his good and better side. A Brief Overview of William Shakespeare’s Othello, the Moor of Venice Othello is a famous and prominent man in Venice and has recently been proclaimed as general and married to Desdemona, one of the most-sought after ladies of Venice. Because of this, many turn against Othello because of three things mainly: One is he has won the respect of and honor from the Duke and the other government officials of Venice. Second, he has married Desdemona and that caused ripples of both jealousy and envy from many men of Venice, including Iago (who is already married) and Roderigo, another character in the play who is used by Iago for his evil plans. The third and last is that Othello is a Moor, and being a Moor in Venice says a lot about the history of the discrimination and hostility experienced by the Moors in the Venetian country. The turn of events against Othello is basically caused by jealousy and envy. In fact, the very famous lines of jealousy came from this play, â€Å"Oh, beware, my lord, of jealousy! / It is the green-eyed monster which doth mock / The meat it feeds on† (3. 3. 170-172). In both the movie and the play, Iago plots and uses other people to make the downfall of Othello seem like he has nothing to do with it. In fact, the cunning and wily ways he does his acts seem that he is working for the good intentions of everyone — he helps Roderigo capture Desdemona; he helps Cassio try to win the good side of Othello; he helps Othello discover the affair of Desdemona and Cassio; and he helps Desdemona in trying to persuade her husband that she is innocent. Of course, the whole thing is a farce as he is actually the person behind all the conflict. There was never an affair between Cassio and Desdemona as Iago just made it up, and Cassio should not have been wronged in the first place if not for the plan of Roderigo and Iago. In short, the conflict and chaos of the play were solely caused by Iago, and the sad part is that the other characters actually fell for it. When the film concludes, Roderigo, Desdemona, and Othello are dead. Roderigo has been killed by Iago himself and cleverly done so; Desdemona is appallingly killed by Othello, and Othello in the end is stricken by grief and guilt that he commits suicide over the monstrosity which he has done over the murder of Desdemona. Meanwhile, Emilia (Iago’s own wife) is killed by none other than Iago himself. Cassio is wounded severely, and Iago is captured to be executed over the monstrosity he has caused. The Complexity of the Character of Iago The villainy and the character of Iago are very interesting to study as it gives such a great background over the psychological workings of an antagonist. Before that, however, there should be an acknowledgment that Iago is indeed evil and that he has indeed wronged the other characters of the movie. To say that he is the antagonist and that Othello is the protagonist is wrong since it merely implies that Iago wronged Othello only since Iago has wronged everyone in the movie. That is perhaps one of the reasons why Iago is such a classic and frightening villain since he has the ability to control all the characters and cause their downfall while there is clearly no offense which the other characters have done, most especially by Othello. This leads to the subject matter at hand — why did Iago hate Othello so much that he would waste his time, effort, and intelligence in plotting Othello’s downfall? This essay will give three reasons as to why Iago acted on such principles and beliefs. A Moor in Venice According to the book by Faith Nostbakken entitled â€Å"Understanding Othello: A Student Casebook to Issues, Sources, and Historical Documents,† Moors in the time of the Elizabethan era were considered as low-lifes or inferior people. They would be the ones serving the English or the ones who would have jobs that are considered as unfit for an English person to have. Mostly however, they were treated as such because they have an entirely different religion than that of the English race, aside from looking different. They also have an entirely different upbringing because of their customs and traditions. Because Othello is Moor, this could be one of the reasons why Iago hates him so since he hates the race of the Moors. In fact, in the first scene and act of the play wherein Iago and Roderigo are talking and plotting against Othello, their contempt and discrimination for the person is very obvious with their language and reference to Othello. Because Othello is a Moor, Iago hates him. The Fight for the Power and the Glory When Roderigo and Iago were talking, the audience understands that Iago hates Othello because Othello supposedly stole the position of being a lieutenant (or general) from Iago. Othello has the power and the fame which Iago wants, and it is but natural that Iago gets infuriated with this situation. In Joan Lor Hall’s book, the character of Iago is analyzed and he is even regarded as being â€Å"honest† (72) since he is just being plain clear and straightforward over his wishes and desires. However, the problem resides in the fact that when Iago wanted to claim what he feels was rightfully his, other characters are hurt. This trait is what makes Iago an evil manipulator. Conclusion In conclusion, Iago’s evilness may be justified by the two aspects mentioned above, but no matter what, there seems to be an atmosphere in the play and in the movie that Iago’s action may have no reason at all. The fact that he hates Othello is a real wonder, and the reason why he hates Othello and why he acted the way he did is one which William Shakespeare could only answer. Works Cited Hall, Joan Lord. Bradford City Fire Essay

1.0 Introduction Working within the events sector it is highly likely that you will be faced to deal with certain risks and hazards that could occour. Risk has to be managed and can be done in a manner of ways. Some risks may be controlled by good management but others are inevitable and uncontrollable but dealing with the aftermath of uncontrollable risks can be done effectively. Guidelines and regulations are put in place to reduce risk at events but it is also down to yourself. 2.0 Bradford City Fire This disaster occoured on Sautrday 11th Mayb 1985 at Valley Parade Stadium and is still widely talked about today. A football mtch between Bradford City an d Lincolnd city took place but a great fire started resulting in 56 fatalaties and 256 injuries. 2.1 Identifying the risk The obvious risk is the fire, from the attached video in appendix you can see the start of the fire is very small and I don’t think anyone thought it would escelate to the etent that it did. The fire was first noticed at 3.40pm just 5 minutes before half time. It was noticed three rows from the back of G block in the Valley Parade ground. At first swtewards requested firefighting equipment but soon realised it was burning out of control and polie and stewards started to evacuate people from the stand. As you can see in the video it only took 4 minutes for the whole of the roof and wooden stands to become ablaze. In appendix it is reported that supporters towards the back tried to escape through the back but foun d that the gates were locked. Should the gates have been locked? And if they were why were they still loced in such an emergency? 2.2 Identifying the cause There has never been one definite cause or reason for the start of the fire but many similar reasons. The Daily Mail article in appendix reported that the cause was â€Å"a match or cigarette end dropped onto rubbish that had accumulated under the main stand at Cvalley Parade an turned the wooden structure into inferno† While an article by The Guardian suggests that litter that had developed over the years had contributed the blaze â€Å"The police officer responsible for searching the debris of the burnt-out stand told Popplewell he found litter which had been there for years, including a 1968 copy of the local newspaper† I think the cause of the fire may have been a smoke flare which encouraged the fire by the sheer negligence of not keeping the stands clean and tidy as a newspaper from 17 years prior to the event was discovered during the clean up of the disaster. A magazine article from Infochem in 2010 (issue 234) suggests the same that the fire was started by a cigarette or match and was encouraged buy built up litter but then goes on to reveal tht â€Å"Bradford City FC had been repeatedly warned about the litter posing a fire risk and had plans to upgrade their stand at the end of the season as they were to be promoted for the next season† So the fact that they had been repeatedly warned about the litter surely the stadium should have done something sooner rather than later like in this situation. 3.0 Impact of the risk It is clear from the death toll and injury numbers that many people have been affected by this , not only the mental and physical scarring of the people injured but also the families and friends of those who lost their lives that day. A report from the Independent found in appendix backs this up by describing his story of being told his father was in a special burns unit and was to have skin grafts on his hands. Also showing the severity of the outcome of the injuries a plastic surgeon Professor David Sharp and other plastic surgeons from around the UK were brought in. They operated on around 25 people in the first day while the total needing medical attention was 80. 3.1 Changes as a result of the event This may not be a direct change due to the disaster at the ground that day as this was put into practice in 2007, 22 years after the disaster but im sure it has something to do with it. Bradford City Football Club released a statement to become much more stricter on the non smoking policy. It can be found in appendix . From the introduction of the anti smoking legislation it became apparent that not all supporters were abiding by the rules and ignoring the no smokig signage in certain parts of the stadium. As suggested that a cigarette may be the main cause of the disaster you wuld of thought they would have been more forceful with this rule in the first place. They say that they feel sufficient warning have been given anf that swtard are instructed to eject anyone who is caught smoking witin the stadium. Also that anyone who wishes to leave the stadiun to smoke will not be re admitted under any circumstances. The main thing that came out of this disater was The Poppywell enquiry, this was to revise the Safety at Sports SGrounds Act 1975. From this they changed it to the Fire Safety and Safety of Places of Sport Act. One change that came out of this was to have a maximum number of attendees in stadiuns which is presently set at 10,000. This helps keep an eye on numbers and from a health and safety point of view allows the emergency services to calculate appropriate numbers for if another disaster was to happen. Also from the Poppywell enquiry came that the â€Å"Green Guide† should be revised. The Green Guide gives advice and ensures that people have a strong idea on how safety should be handles at large sporting events. 4.0 Risk strategy methodology There are 4 types of risk response strategies, these are; avoidance,reduction,retention and transference. Risk avoidance is the removal of risk liabilities or hazards. This can be done by changing certain procedures that have a high risk, removing or decreasing risk sources and substituting the less hazardous options. Sometimes risks are far too high and may not be able to be reduced at all and the only answer is to cancel or get rid of the whole idea. Risk reduction is the reduction of the severity caused by the impact. It’s done by reducing the probability of it occurring, It is basically to reduce the seriousness of the outcome should a accident occur. This is done by methods such as protecting yourselves and others and having a good security system. Risk retention is applies to small risks as the cost of insuring yourselves and others against the risk would be substantially larger than the total losses so no special efforts are made to control the risk. This doesn’t mean that the risks are ignored but are closely monitored to ensure they don’t happen again. Risk transference is the allocation of risk to a third party not yourself, which is obtained by purchasing insurance cover.

It goes into detail about the oppression of the people and the plan to erase the culture that they hold as an important part of their lifestyle. It also explains the current events that are happening between the state and the indigenous people. What roles and observances are sacred to this indigenous group? The roles that are sacred are the shamans and the sacred sites within the environment that they are located. How, if at all, has the culture or religion of this group changed or evolved over time? Throughout the years, the culture has suffered many ups and downs. The loss of the traditions was beginning to happen due to the interference of people not native to the land or the tribe settling in the area. The state also passed laws and in result has taken land and other resources from them. Gupta believed that knowledge is the lifeblood of McKinsey. How does knowledge create value for McKinsey and Company? Creating value for a firm means performing activities that increase the value of goods or services to consumers. McKinsey does this by trying not only to ‘serve its clients but also to develop its consultants’. Bower and his colleagues believed that well-trained, highly intelligent generalists could quickly grasp the issue, and through disciplined analysis find its solution. Because of the use of knowledge management one of McKinsey’s clients managing director reflected on a certain outcome that â€Å"their value added was in their access to knowledge, the intellectual rigor they bring, and their ability to build understanding and consensus among a diverse management group.† In 1980 when Gluck joined the central small group that comprised the firm office he proposed that â€Å"knowledge development had to be central, not a peripheral firm activity; that it needed to be ongoing and institutionalised, not temporary and project based; and that it had to be the responsibility of everyone, not just a few†. Gluck was trying to build a shared body of knowledge throughout the firm. Even though doing this may be costly Gluck was hoping the benefits would outweigh the expenses. Knowledge had created value for McKinsey and Company through that its client’s impact studies indicated that the new knowledge structure led to a longer-term focus on deeper understanding of issues. McKinsey and Company’s use of knowledge throughout the firm helped build long lasting client relationships. Gupta believed that knowledge was the core factor in being successful in the long run. Knowledge is a fundamental value for the McKinsey and Company. Even though focusing on developing knowledge throughout the firm may lead to less client work Gupta argued that it was still worth it and would increase value for the firm in the long term. Critically evaluate the company’s soft knowledge management strategy. I.e people. Soft knowledge management is â€Å"less quantifiable and cannot be captured codified and stored easily† (Kidd, 1994; Skyrme, 1998) Tacit knowledge is an example of soft knowledge. Tacit knowledge â€Å"cannot be easily communicated and shared, is highly personal, deep rooted in action and in an individual’s involvement within a specific context. It is commonly referred to as ‘the knowledge in people’s heads†. â€Å"Soft knowledge becomes accepted by virtue of informal authority and consensus within the group.†(Hildreth, Wright and Kimble, 2005). Gluck felt that there was a need to adjust the firm’s knowledge development focus. He believed that â€Å"knowledge is only valuable when it is between the ears of consultants and applied to clients problems.† Knowledge is less effectively developed through the disciplined work a few than through the spontaneous interaction of many. He changed the more structured â€Å"discover-codify-disseminate† model to an â€Å"engage-explore-apply-share† approach. Which is, a more loose approach. Even though McKinsey had adopted hard knowledge approaches, it still relied heavily on soft knowledge components, such as personal networks, old practices like cross-office transfers and strong ‘one firm’ norms like helping other consultants when they called. The Pearl, which takes place in La Paz, Mexico, begins with a description of the seemingly idyllic family life of Kino, his wife Juana and their infant son, Coyotito. Kino watches as Coyotito sleeps, but sees a scorpion crawl down the rope that holds the hanging box where Coyotito lies. Kino attempts to catch the scorpion, but Coyotito bumps the rope and the scorpion falls on him. Although Kino kills the scorpion, it still stings Coyotito. Juana and Kino, accompanied by their neighbors, go to see the local doctor, who refuses to treat Coyotito because Kino cannot pay. Kino and Juana leave the doctors and take Coyotito down near the sea, where Juana uses a seaweed poultice on Coyotito's shoulder, which is now swollen. Kino dives for oysters from his canoe, attempting to find pearls. He finds a very large oyster which, when Kino opens it, yields an immense pearl. Kino puts back his head and howls, causing the other pearl divers to look up and race toward Kino's canoe. The news that Kino has found an immense pearl travels fast through La Paz. The doctor who refused to treat Coyotito decides to visit Kino. Kino's neighbors begin to feel bitter toward him for his good fortune, but neither Kino nor Juana realize this feeling they have engendered. Juan Tomas, the brother of Kino, asks him what he will do with his money, and he envisions getting married to Juana in a church and dressing Coyotito in a yachting cap and sailor suit. He claims that he will send Coyotito to school and buy a rifle for himself. The local priest visits and tells Kino to remember to give thanks and to pray for guidance. The doctor also visits, and although Coyotito seems to be healing, the doctor insists that Coyotito still faces danger and treats him. Kino tells the doctor that he will pay him once he sells his pearl, and the doctor attempts to discern where the pearl is located (Kino has buried it in the corner of his hut). That night, a thief attempts to break into Kino's hut , but Kino drives him away. Juana tells Kino that the pearl will destroy them, but Kino insists that the pearl is their one chance and that tomorrow they will sell it. Kino's neighbors wonder what they would do if they had found the pearl, and suggest giving it as a present to the Pope, buying Masses for the souls of his family, and distributing it among the poor of La Paz.

Review of Research Paper on Creating Home-Made Stem Cells

Our paper discusses an important step in the research surrounding stem cells. Pluripotent stem cells are found in the early blastocyst, and can differentiate into different cell types such as neurons, cardiac muscle, or blood cells. As is explained elsewhere on this paper, stem cells are extremely useful and hold amazing medical potential, especially to â€Å"grow† specific cells, tissues, and even organs for patients. Controversy mires the progress of stem cell research from embryos, however, and technical problems exist along with the ethical ones. Marius Wernig and his team of scientists have had success studying a way to get around this, however. What if, instead of taking stem cells from newly created embryos, an individual’s own cells could be used? The cells in the adult body are no longer stem cells; they aren’t pluripotent, and can only be a certain type. But with special techniques, it’s actually possible to induce these adult cells to become stem cells, with a pluripotency that allows them to develop into whatever cell type is needed! In this experiment, induced pluripotent stem cells were created using the fibroblast cells from mice. Fibroblasts were removed from underneath the skin of the subject mice. In order to revert the cell back to a induced pluripotent state, four specially selected transcription factors (Oct 4, Sox 2, c-Myc and Klf4) were used. These four transcription factors were each incorporated into the DNA of a virus that lacked the capacity to infect, and the fibroblasts were exposed to these viruses. Just like normal viruses, these injected their DNA into the fibroblast cells, and the DNA was incorporated into the cell. Now the fibroblasts contained the new transcription ... ... become a breeding ground for debate as well as a popular platform for presidential candidates. These topics have also become very partisan issues, Democrats being known to fully support stem cell research and Republicans being known to disagree with the practices involved with it. In 2004, stem cell research was a particularly hot topic, and it is commonly thought that President Bush’s second term was won that year due to his stance on embryonic stem cell research. He thought is was unethical to create any more embryonic stem cell lines, but that the use of the existing ones for research was acceptable. I then watched a Bugs Bunny show and started laughing whenever I saw Elmer Fudd shoot Daffy Duck and his bill went twirling around his head. The next day, I pushed my brother off a cliff and shot my dog to see ifs its head would twirl around.   Ã‚  Ã‚  Ã‚  Ã‚  Obviously, the last sentence is not true. The example above is an exaggeration of the effects of violence on television can have on children. To a five-year-old child, Daffy Duck and Bugs Bunny are the pinnacle of â€Å"cool,† and they see nothing wrong with the violent stunts seen on television. The average child watches about two and half hours of television a day and witnesses twenty violent acts on those television shows each hour. In most actions movies, there is always a bad guy and a good guy. From observation of children, most children would prefer to be the bad guy because â€Å"the bad guy gets to the cool stuff,† as one child told me whom I was babysitting when I asked him why he wanted to be the evil monster in Power Rangers Dinothunder movie. TXJ Companies

First of all, the TXJ Companies did not have as much security controls at all. The security controls that were in place were controls that were easy for hackers to have access to. The security’s controls weaknesses are that the computers that were used where computers that did not have the correct firewall installed. The firewall that was installed were firewalls that did not have as much of protection. They were not installed properly. The computers did not have any data encryption at all. These computers were easily to be access by hackers. The tools and technologies that could have been used to fix the weaknesses were to upgrade their computers to the latest security system. The computers could had firewalls installed, in order for hackers to stay away. An anti-virus could had been installed in order for malicious data to have access to the computers. The computers firewall should had been installed correctly as well. The business effect of TJX’s data loss to TJX, consumers, and banks were that due to its data loss, this lead to a raised in costs. The costs were from the personal data that had been lost. The business’s costs had raised a tremendous amount. The moral dimensions that may had been applied in this situation where to realize and focus what could had really happened if there were more security from the business. For instance, the business had to think before, after making any actions. The business made the action of not making secured computers and this is why, the business had to deal with a situation like this. The smart choice was not being conducted. By not making the correct decisions, the business had lost a lot.

Open-source mobile application development

Application Development for Emergency Data Collection This Master degree project identified disasters and emergencies as a global humanitarian and technological challenge. Emergency management organizations' need for access to accurate and up-to-date information about the emergency situation, to help respond to, recover from and mitigate the effects of disasters and emergencies, present a challenge to the field of Genomics.Today the use of remote sensing technologies presents an Increasing number of lotions. There are types of spatial data, however, e. G. Submerged, invasions or otherwise hidden features that still require emergency field personnel and volunteers to interpret and record. By utilizing the increasing ubiquity and computational power of modern smoothness, in order to reach a large number of potential users and volunteers, a mobile application for emergency field data collection was developed.It was developed as a component of a system that, In order to be as collaborati ve, adaptable and accessible as possible, also to resource-poor organizations, was, with a minor exception, completely open-source licensed. Field trials were held that, due to low participation, could not conclusively evaluate the application and its general applicability to emergency field data collection. They did, however, provide an adequate proof-of-concept and showed that it was possible to apply the application and the Implemented system to a specific emergency field data collection task.The system has great collaborative potential, achieved through openness, mobility, standards compliance, multi-source capability and adaptability. Its administrators re given a high degree of control that lets them adapt the system to suit the current users and situation and its flexibility make it widely applicable, not only for emergency management. Million people have lost their lives in the 21 000 events recorded in â€Å"the most comprehensive source of natural catastrophe data in the world† (Munich Re AAA, p. 49). Total global material value lost due to natural disasters during the period is estimated at 3800 thousand million IIS$, with a distinctly rising trend both n the annual rate o f loss (Maureen and Breathe 2011) and the annual frequency of reported natural disasters. In addition, technological disasters (e. G. Industrial or transport accidents) contributed with on average 9000 deaths per year during the last decade, 2002-2011 (FRI. 2012).One tool for improving emergency management is quick access to accurate and updated information about the emergency situation or disaster. Such information can be of vital importance for emergency management to enable distribution of the right resources to the right places at the right times and for proportioning the efforts which have the greatest benefit. Much of this essential information has a spatial component, such as extents and locations of damaged areas, the locations of spatial data, are useful in all phases of emergency management (Cutter 2003; Al- Shuddery 2010).There are, however, challenges to overcome in the utilization of spatial data and geographic information systems (GIS) in the context of emergency manag ement, as recognized by e. G. Geezer and Smith (2003) and Manicurist (2005). One such challenge is providing decision makers and field workers with access to data that are accurate and sufficiently up-to-date for their specific purpose. For data that cannot be captured with remote sensing techniques, such as satellite data and aerial photos, or stationary monitoring networks (see e. G. Liana et al. 005), emergency management organizations have to rely on field data collection by employees and/or volunteers. As pointed out by EL-Gamely et al. (2010), recent improvements in software and hardware technology have enabled real-time access to and collection of spatial data in the field. Many groups have utilized the increasing ubiquity and capabilities of modern smoothness for developing field data collection systems (e. G. Enhances et al. 009; Clark et al. 2010; xx et al. 2010; White et al. 2011; Chem. et al. 2012; Decant et al. 2012; Went et al. 2012).Several of these groups have develo ped such systems as open- source projects, which can potentially benefit society in terms of supporting collaboration between developers, allowing derivative work to build upon previous achievements and allowing less resource-strong communities access to these useful data collection tools. This project builds on these notions of open access and collaboration in creating a free and open mobile GIS and field data collection system. A system that is tailored award emergency management and has a high degree of scalability and adaptability to organization-specific needs.It makes use of existing open-source technologies for the server-side architecture and for the development of a mobile application, henceforth known as DECADE (the Emergency Data Collector for It only requires distribution of DECADE and the server address to those devices. 1. 1. Aim The main aim of this thesis project is to develop a mobile application as a component of a complete open-source system for emergency field da ta collection. A secondary aim is to evaluate the mobile application to discern whether it is applicable to emergency field data collection and how it can be improved for that purpose. 2.Background This chapter describes the context in which DECADE may operate* and why it is useful. By defining and describing disasters, emergencies and emergency management, and by outlining the role of spatial data in emergency management, the rationale behind its development is illustrated. Undertaken and examples of the technology, standards and open-source licenses available to it are presented. This will provide background for discussion about and aid in the development of the proposed system architecture and the implementation f DECADE that is presented in the System Design and Case Study chapters.The United Nations Office for Disaster Risk Reduction (UNISON) is developing a body of terminology for use by the emergency and disaster management communities. It is intended to improve the work to r educe disaster risk by making the use and understanding of common vocabulary consistent throughout the community (UNISON 2009). To help promote this common understanding this report will, where applicable, use the definitions proposed by the UNISON. 2. 1 . Disasters & Emergencies To understand the importance of emergency management and the environment in which DECADE and the proposed system (see section 3. . ) could be utilized, the nature and frequency of disasters needs some attention. The following definition of â€Å"disaster† is proposed by the UNISON: â€Å"A serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental losses and impacts, which exceeds the ability of the affected community or society to cope using its own resources. † – UNISON 2009, p. 9 To study disasters, there are several database projects that record disasters and related information. Some of these databases are creat ed and managed by re- insurance companies (e. . Munich-Re and Swiss-Re). Since these companies provide insurances for other insurance providers, when disastrous events cause widespread damage, they are often paying a significant part of the recovery costs. Thus, in addition to e. G. Universities and governmental organizations, these re-insurance companies have a natural interest in studying disasters and emergency management. Natural catastrophes are by far the most common and the most costly type of event, both in human and economic losses.According to the ME-DATA database, during 2002-2011 (not counting non-natural, non-accidental events), natural catastrophes caused almost 13 times as many deaths as technological causes and in excess of 37 times as much economic damage (FRI. 2012). Among the types of natural catastrophes, in all parts of the world meteorological and hydrological catastrophes are the mos t numerous (Munich Re AAA). When it comes to fatalities, however, most are caused by geophysical events or, as in Europe and Africa, climatologically events.Asia, being the largest and most populated region, suffers the largest number of catastrophes, the most fatalities and the highest amount of overall economic losses, while North America alone has 65 % of the world's insured losses (Munich Re AAA). In recent years, current and future changes in the global climate have been projected o cause meteorological, hydrological and climatologically extreme events to become more frequent or more intense in many areas (Parry et al. 2007) and an increase in the number of, as well as losses from, weather-related disasters have been identified (Bower et al. 007; Maureen and Breathe 2011). However, as the work by Maureen increase in losses. It may be, as argued by Bower et al. (2007), that it's mainly the increased susceptibility of human societies that is causing current increases in losses, d ue to expansion of settlements into sensitive areas and further arbitration leading to a concentration of population and wealth at risk. In any case, the need for better resilience to catastrophic events in human societies is increasing, and significant efforts to improve emergency management before, during and after an emergency event are being made. . 2. Emergency Management DECADE and the proposed system for which it is designed are intended to be used for emergency management, which incorporates all aspects of how communities handle emergency situations. It involves risk assessments as well as planning and education for improved preparedness. It involves policies, guidelines and routines for how to organize participants and resources available, to best respond to the events homeless and for recovering efficiently in the hours, days, months and perhaps years after an event.It also involves how communities learn from mistakes and take steps to reduce future susceptibility to simil ar events. More succinctly put emergency management is: â€Å"The organization and management of resources and responsibilities for addressing all aspects of emergencies, in particular preparedness, response and initial recovery steps. † – UNINSPIRED, p. 13 In what form emergency management is used depends on the type of emergency that is being considered, but different strategies may be more or less general in their applicability to different types of events (see Table 1).The different phases of emergency management are commonly described as forming a cycle (Figure 1; Cutter 2003; Manicurist 2005; EL-Gamely et al. 2010) with some form of categorization of the relevant emergency management activities. Figure 1 depicts one such interpretation using three phases based on the definitions below. Response: â€Å"The provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce health impacts, ensure public safet y and meet the basic subsistence needs of the people affected. † – UNISON 2009, p. Recovery â€Å"The restoration, and improvement where appropriate, of facilities, livelihoods and living conditions of disaster-affected communities, including efforts to reduce disaster risk factors. † – UNISON 2009, p. 23 Mitigation â€Å"The lessening or limitation of the adverse impacts of hazards and related disasters. † Preparedness â€Å"The knowledge and capacities developed by governments, professional response and recovery organizations, communities and individuals to effectively anticipate, respond to, and recover from, the impacts of likely, imminent or current hazard events or conditions. – UNISON 2009, p. 21 Preparedness can accordingly be thought of as part of the mitigation phase, although it's sometimes defined as a separate fourth management phase (e. G. Abdullah and Lie 2010). The duration of the phases shown in Figure 1 can, according to th e definitions above and those mentioned by Cutter (2003) be approximated to hours to weeks for the response phase and months to years for the recovery phase. The mitigation phase lasts indefinitely or until a new emergency event occurs.As explained by Manicurist (2005); each emergency management phase should ideally be conducted in a way that facilitates success in the next phase, but in the ease of rebuilding societies in the recovery phase this is often overlooked in favor of quickly restoring societies to their previous states. Emergency events can occur in many different ways, as shown in Figure 1 by the three arrows representing the emergency event. They can strike with full intensity immediately and then slowly subside, like an earthquake which is followed by smaller after-shakes.They can slowly increase in intensity until they abruptly end, like a drought becoming increasingly severe until rain comes and quickly rejuvenates vegetation and fills rivers and lakes with water aga in. They can strengthen and weaken gradually, eke a flooding disaster during which the water level slowly reaches its peak and then slowly retreats again. Events can also be singular surprise events, as the figure in Cutter (2003, p. 440) might indicate, which are over before any sort of response can be organized. Such events might be e. . Sudden landslides or singular earthquakes. In line with the above definitions, the overlapping of the phases depicted in Figure 1 illustrates, first, that the response phase can begin while the emergency event is still ongoing. Second, restoration of facilities in the recovery phase can start (and might even be necessary) revived. Thirdly, it illustrates that mitigation concerns should be addressed already in the recovery phase so that the recovering society will be more resilient to future emergency events.Regarding societies' resilience to catastrophes, it can be defined as: â€Å"The ability of a system, community or society exposed to hazards to resist, absorb, accommodate to and recover from the effects of a hazard in a timely and efficient manner, including through the preservation and restoration of its essential basic structures and functions. † Building resilience in a society includes many kinds of activities both aimed at reverting catastrophes from occurring or reducing their impact and at improving how the society can respond to and recover from them (Table 2).A notable prevention strategy used in many countries is using land-use planning to restrict development in hazardous areas, albeit with different approaches to assessing risks and what actions to take (e. G. Contain et al. 2006; Galvanic et al. 2010). Other mitigation strategies include e. G. Construction regulations, warning systems, protective structures such as flood barriers (Godchild 2003; De la Cruz-Arena and Tilling 2008; Galvanic et al. 2010) and evacuation plans (Chatterer's et al. 009).While many such strategies may be effective, there is also a need to ensure that plans and regulations are properly enforced. This is not always the case, especially in poorer countries, as discussed by Kenny (2012). E. Insurances, is a common strategy. Munich Re (AAA) estimate that approximately a quarter of the financial losses that occu rred due to natural catastrophes 1980-2012 were insured. Of these insured losses, 81 % occurred in North America and Europe (Munich Re AAA). Kenny (2012) also notes that the victims themselves still pay most of the cost
